USMAA CONSTITUTION

The headquarters of the United States Martial Artist Association is located in Palm Coast, Florida. The Director of the Association is Supreme Grand Master William A. Rankin, 10th Degree Black Belt. The U.S.M.A.A. has jurisdiction throughout the United States. For more information, one should refer to the Constitution of the United States Martial Artist Association. The Association also publishes an Official Tournament Rules handbook, which serves as reference for tournament promoters, officials, and instructors throughout the nation in order to regulate martial arts tournament competition.

PURPOSE AND OBJECTIVES:

  1. To create a democratic approach in unification of all Martial Art Systems.
  2. To stimulate interest in the art of Martial Arts among all practitioners and the general public, as an art and a sport.
  3. To foster and maintain competition and tournaments among the U.S.M.A.A. members on a high level of true amateurism, sportsmanship, and friendly relations and to provide rules and procedures governing such tournaments and competition.
  4. To unify and coordinate Martial Art activities by combined efforts under one organization representing all groups within the United States of America.
  5. To incorporate and promulgate the historical techniques and forms of Okinawa, Japan, China, Korea and other forms of Martial Arts.
  6. To establish and maintain a working relationship with affiliated schools and other martial arts organizations.
  7. To endeavor to improve the physical and mental competence of its adherents by supporting and sponsoring open competition among all practitioners of the martial arts.
  8. To cooperate and consult with national and international organizations in an effort to establish the Martial Arts as an intercollegiate and Olympic Sport.
  9. To establish an affiliation between organized U.S.M.A.A. schools and collegiate institutions.
  10. To establish Martial Arts in physical education programs and curricula.
  11. To impress those who follow the Martial Arts way to forget personal glory and animosity by cooperating and coordinating all systems of Martial Arts into one National Organization.

FUNCTIONS OF THE U.S.M.A.A.

  1. To sponsor, annually, the U.S.M.A.A. Grand National Open Karate Tournament under the auspices of the U.S.M.A.A. and the supervision of Supreme Grand Master William A. Rankin. The tournament will be held in areas chosen on the basis of convenience to the major population centers. The tournament will be announced nationally. 
  2. To conduct periodic clinics for the purpose of disseminating martial arts knowledge. Invitations will be extended to various Martial Arts Leaders recognizing them as authorities in their fields, with a sincere desire to understand their art. All participants will meet in a spirit of friendship, contributing to the general fund of Martial Artists knowledge, which is now in the process of becoming American Martial Arts, through the guidance of the U.S.M.A.A. 
  3. To publish an official memorandum reporting the activities of the U.S.M.A.A. as well as Martial Arts news of general interest. The memorandum or magazine shall be mailed to all Black Belts and affiliated schools head within the organization. 
  4. To encourage the U.S.M.A.A. officials and members to contribute information, news, biographical sketches, editorials, etc., of the U.S.M.A.A. officers and members to leading Martial Arts magazines and other news media for the purpose of bringing the Martial Arts and the U.S.M.A.A. to the public eye.
  5. To launch a vigorous program, within the U.S.M.A.A., designed to encourage friendship on a personal basis between officials. Through the exchange of letters, visits, and resulting bonds of esteem and respect, with devotion to the U.S.M.A.A. ideals, this will lead to a continuing surge of organizational strength, cooperation and expansion.
  6. To announce plans, on a national basis, for the circulation of national and international Martial Arts experts among the U.S.M.A.A. schools.
  7. To continue to build and protect the image of Supreme Grand Master William A. Rankin and the U.S.M.A.A. through effective news media, articles, letters, etc.
  8. To standardize rank promotions, teaching, and judging methods based on the selection of a research panel appointed by Supreme Grand Master William A. Rankin. This is necessary since the U.S.M.A.A. will judge by the excellence of its instructional methods and techniques.
  9. To request all U.S.M.A.A. schools to honor memberships taken out at other U.S.M.A.A. schools, as well assuring that the student will feel at home in any U.S.M.A.A. school.
  10. To seek and comfort those dedicated individuals who have been wronged by politically motivated Martial Arts organizations, with an invitation to join the U.S.M.A.A. in the spirit of friendship, understanding and cooperation.
  11. To establish a public relations program designed to promote understanding among Martial Artists that the U.S.M.A.A. is a national service organization, devoted to the best interests of its members and Martial Arts.
  12. The establishment of the U.S.M.A.A. Hall Of Fame.

Article (1) One: Name of Organization

The official name of the organization shall be henceforth called the “United States Martial Artist Association and also be known as the U.S.M.A.A.

Article (2) Two: Purpose

To encourage interest and provide standardized instruction in the art and science of the Martial Arts in general. To promote a better understanding between all styles of the Martial Arts in technique, attitude, and philosophy.

Article (3) Three: Jurisdiction

For the purpose stated above, The United States Martial Artist Association shall establish and maintain regional officers and shall establish a Board of Directors each having one (1) vote.

  1. To provide guidance and a means for maintaining the teachings of the Martial Arts. A national standardization of instruction, conduct and promotion examinations.
  2. To promote a closer relationship among members of the U.S.M.A.A. by conducting training seminars, camps and tournaments on a high level of sportsmanship and friendly endeavors.
  3. To establish and maintain relationships with other organizations and their members.

 

Article Four (4): General Policy

Only recognized officers and members of the United States Martial Artist Association shall be entitled to any benefits and/or privileges of the following:

  1. Official emblems or patch of the U.S.M.A.A.
  2. Any or title held by the U.S.M.A.A.
  3. Reference to any executive officer, board of director, or members on any level

Limitations of the usage of benefits and privileges are as follows:

  1. The official emblem or patch may be applied to the left side of the uniform jacket on the upper left sleeve.
  2. The emblem or patch may be worn on any sport jacket used for official martial arts business.
  3. The emblem or patch may not be reproduced in any fashion without the written approval of the Director of the U.S.M.A.A.
  4. Only the International Headquarters shall issue membership identification cards and certificates of rank with the national emblem and reproduce the emblem and association patch.

Article (5) Goals and Directives

  1. The United States Martial Artist Association is an organization of continuous nature, providing technical and administrative support to its affiliated schools while assuring high standards of quality training for all its members.
  2. The United States Martial Artist Association is dedicated to the preservation of the tradition that students are taught only realistic and truly effective techniques of self-defense and moral concept of courtesy, integrity, perseverance, self-control, and spirit.
  3. To provide a true medium by which the opinions, ideas, developments, experiments of instructors, and school operators may be collectively returned to benefit each of its members.

Article (6) Six: Government

  1. The United States Martial Artist Association shall be an independent organization, governed by its own constitution, rules and by-laws.
  2. The United States Martial Artist Association shall be presided over and governed by the Executive Director with powers of authority given to International, National, Regional and State Directors on approval of the Executive Director.
  3. The central office shall be known as the International Headquarters of the United States Martial Artist Association, and the certification of all rank

Article (7) Seven: Political Status

  1. There are no politics in the United States Martial Artist Association. One receives what is earned and this is a rule that the U.S.M.A.A. strictly adheres to. All members have equal rights to study, achieve, and receive instruction. The U.S.M.A.A. exists through its memberships and promotion fees, which have been established so that the instructor will receive the greatest portion for their effort and dedication.
  2. No instructor shall charge more than the amount listed in the by-laws for memberships and/or promotions. In this manner, all instructors charge the same fees and one style or system does not undercut or overcharge in a given area unless they send a written letter of reason for the U.S.M.A.A. records.

Article (8) Membership Application

  •  Dojo, club, organization, or individual wishing to apply membership must fill the application form in full and mail to the United States Martial Artist Association, along with supportive documents prescribed in the application form. Once the application form has been received, the applicant will be notified of the Board’s results. (Application attached)
  • Black Belt instructors desiring to apply for Charter Membership must fill out the application form in full and mail to the United States Martial Artist Association, along with the following documents:
  • A photocopy of all Black Belt Certificates
  • A brief resume of training to include instructor’s name, rank, style
  • Present number of students
  • Presents affiliations, if any

Article (9) Registration Fees

  1. Duration of registration shall be one year after registration date.
  2. Individual Membership $35.00 annually
  3. Lifetime Membership $150.00
  4. School Charter $250.00 annually

 All fees are paid in U.S. Dollars only. Payable with a Certified Personal or Business Check,  Visa Card, Master Card or Honor Debit Card. If paying by Credit Card of Debit Card, complete application with complete Card number with expiration date and complete signature.

INDIVIDUAL MEMBERSHIP:

The Individual Membership status was created for those who have been issued a legitimate Certificate of Rank and that may or may not be affiliated with any school or organization that engages in his/her own personal study of the Martial Arts.

Lifetime Membership 

The Lifetime Membership status was created for those who has been issued a legitimate Certificate Of Rank and is not affiliated with any school or organization that engages in his/her own personal study of the Martial Arts. Lifetime members have voting rights within the organization.

SCHOOL CHARTER:

The School Charter status was created for Black Belt Instructors that may or may not be affiliated with any organization that engages in any credible Martial Arts teachings and training. This membership will allow the Registered Black Belt Instructor that is good standing to promote under the guidelines of the U.S.M.A.A. It is highly recommended to sign up students as individual association members.

Article (10) Promotions and Certifications

Promotion Examinations

  1. Promotion examinations must have a certified examiner or a certified group of examiners who have been authorized by the U.S.M.A.A. National Headquarters to promote participants to specific ranks. 
  2. All individual memberships wishing to attain rank must participate in promotion examinations and are examined according to their ability to demonstrate their technical required skills.
  3. Promotion examinations shall be organized by approval from the Director or an authorized instructor. These examinations should be held a minimum of four (4) times a year. All authorized officials will test their students at those times and send the results to the U.S.M.A.A. National Headquarters along with the proper certification fees. Only students that have satisfactorily progress should be examined.
  4. Suggested time-in-grade requirements for each belt, although it is not meant to be a mandatory promotion once the time has lapsed, nor is it absolutely necessary that the indicated time be served totally. Rather, promotions should be treated on an individual case-by-case basis. A student should not be promoted just for natural ability or be held back due to the lack of it. Therefore, use of the scale as a guide along with conservative discretion. Students may not skip any grade.

Rank and Certificates

All individual members of the United States Martial Artist Association must register their rank at the International Headquarters of the U.S.M.A.A.

  1. Directors or Authorized Instructors and Board of Examiners must report all results of rank examinations and renew the raking records for their registered individuals at the U.S.M.A.A. Headquarters.
  2. The rank of 12th Kyu/kup and above must be certified by the United States Martial Artist Association. Application forms for ranks obtained from the U.S.M.A.A. National Headquarters must be completely filled out and signed by the applicant and /Director or Examiner. The completed forms must be sent to the U.S.M.A.A. National Headquarters with the correct certificate fees.

Article (12) Job Description

 County Director

Must hold Black Belt and  be a Lifetime Member in good standings and be approved by the Board of Directors of the U.S.M.A.A. Must be able to assist the National Headquarters with local advertisement. The National Headquarters must approve all major decisions. Must assist in the promotion of the association within your respective county. Attend U.S.M.A.A. tournaments/seminars and promotion examinations. Put on demonstrations and/or give affirmative speeches for the community. Vote on Hall of Fame nominations.  Report all advancements, items of interest to the association headquarters at the earliest convenient time. Turn in all testing fees at time of certificate request. Keep in close contact with the District Director and the Headquarters. Allow any visiting association member with a current I.D. card to work out in your studios without charge.

District Director

Must hold Black Belt and  be a Lifetime Member in good standings and be approved by the Board of Directors of the U.S.M.A.A. Must be able to assist the National Headquarters. The National Headquarters must approve all major decisions. Must assist in the promotion of the association within your respective counties. Attend U.S.M.A.A. tournaments/seminars and promotion examinations. Put on demonstrations and/or give affirmative speeches for the community. Vote on Hall of Fame nominations.  Report all advancements, items of interest to the association headquarters at the earliest convenient time. Turn in all testing fees at time of certificate request. Keep in close contact with the County Director and the State Director as well as the National Headquarters. Allow any visiting association member with a current I.D. card to work out in your studios without charge.

State Director

National/International Director

Must hold a 9th or 10th Degree Black Belt and appointed by the Chairman of The Board at the National Association Headquarters. All major decisions regard to the Association will take place in a timely manner. Newsletters of interest will be sent out at a minimum of 4 times annually. Will assist all Directors with policy and other information as each office dictates. Will provide promotion certificates as needed. Will provide membership certificates to all members as needed.  Will provide instructor certifications for all qualified Black Belt holders in good standing. Will host the U.S.M.A.A. National tournaments/seminars and will host the Annual USMAA Hall of Fame.

Lifetime Membership – $150.00

The Lifetime Membership status was created for those who has been issued a legitimate Certificate Of Rank and is not affiliated with any school or organization that engages in his/her own personal study of the Martial Arts. Lifetime members have voting rights within the organization.

School Charter – $250.00 Annual dues

The School Charter status was created for Black Belt instructors that are not affiliated with any organization that engages in any credible Martial Arts teachings and training. This membership will allow the Registered Black Belt Instructor that is in good standing to promote under the guidelines of the U.S.M.A.A.
